The State of California, Bureau of Security and Investigative Services (BSIS) requires that a security guard MUST complete a 40 hour training course (Phase 1, 2 and 3). The full 40 hour course can be taken over a six month period of time or you can complete the training in just five days.

The 40 hour course is highly recommended and it’s mandated by the State of California.

In order to begin the process of applying to the state for a security guard card there is a three step process.

The Process:

It is mandatory that you receive this first eight hours (8) of instruction. During the first four (4) hours of the course we provide instruction on California State regulations, state laws pursuant to private person’s arrests, and the responsibilities of security personnel.

The last four hours of this course will highlight the types of Weapons of Mass Destruction (WMD), recognition and policies in reporting potential WMD’s, recognition of potential terrorist targets, and more.

This course will provide participants with the initial state mandated information required for future employment with a private or in house security company.

At the end of the training day you will be given a certificate of completion by Core Training Solutions. Students must submit an application to The State of California.  The cost for the on-line application is $51. This guard card application goes directly to the state and is a set price the state has mandated.

You will receive assistance from our staff in order to process the information to the state. The final step of the application process is the ‘Live-Scan” fingerprint process. When you get your fingerprints completed the information is sent to DOJ and FBI. For your convenience we will provide you with this service at our location!

Once your record is cleared by DOJ and FBI your results are sent to BSIS. Your BSIS application (STEP 2) and your clearance (STEP 3) will meet at BSIS and you will be issued an official Guard Card number.

We will show you how to get onto the BSIS website and download your Guard Card number in order to begin employment while you wait for the official card in the mail.

How do I get my guard card?

Assembly Bill 2880 was established in order that a security guard continue with their training. The bill mandates that every licensed security guard MUST take another 16 hours of training (Phase 2) within the first 30 days of employment.

  • Assembly Bill 2880 also states that a security guard must receive an additional 16 hours of training within six months of employment.
  • The 40 hours of training must be completed in order to be in compliance with the State of California regulations.

NOTE: If there hours are not complete within six months your security guard registration will be subject to revocation, suspension and/or fine by the Bureau. If a guard is fined it can be up to $500.00.

Additional Training

Chemical Agents / OC / Pepper Spray ($30)

A tear gas/chemical agents permit is required to carry for defensive purposes while working as a security officer. A permit card is issued the day you complete the course.

  • This training course is included in the Level 3 course at no additional cost.
  • That means there is no additional fee of $30.00 for this training when you are participating in the Phase 3 Course!
  • This course was designed by our POST-approved instructors and implemented from the local Public Safety Officers course.
  • This course more than satisfies the instructional requirements necessary for private citizens or security personnel who wish to possess a large 3 oz. “Police” size canister of pepper spray “OC”.
  • This course will instruct its participants in the history of “OC”, its ingredients, legal aspects, deployment/use, first aid, legal documentation, disposal, and report writing.
  • Participants who complete this course will be issued a wallet size certificate, which security personnel must have in their possession while on duty.
  • This course is four hours in length in order to cover all the aspects of legal and civil litigation.


Baton / Impact Weapons ($80)

This eight hour course satisfies the instructional requirements necessary for security personnel to possess and carry an impact weapon (side-handle baton, straight baton, and expandable batons) while on duty.

Participants will be instructed in the legal, ethical, and moral aspects, strikes, blocks, first aid for impact strikes, documentation, and report writing techniques.

Our course is taught by Command Officers who are instructors in police academies and law enforcement agencies. These supervising professionals bring their experience and knowledge of liability and the use of force continuum.

Our students are taught with the same instruction and tools that are used in a police academy. This includes demonstrating your abilities at the end of the day.

The fees include a $50.00 mandatory (California State) BSIS – (one time certificate fee).

NOTE: Possession of a baton or impact weapon without a valid permit is in violation of California Penal Code 12020 (Felony).

Handcuffing & Search Techniques ($30)


During this course the student will demonstrate competencies while handcuffing and searching a suspect. Our main emphasis will be on;

Controlling Force
Proper Techniques
Verbal Commands/Instructions


We will explain the purpose of using restraint devices on a subject.
Explain potential hazards when using restraint devices on a subject
Demonstrate the proper application and correct positioning of handcuffs on a subject


The student will be shown and demonstrate a systematic approach to safely and effectively conduct a person search.
We will discuss locations where weapons and/or contraband can be concealed on a subject’s body.
Explain policy and procedure considerations and restrictions that may be common regarding a searching and that of the opposite sex.
